How Trumps healthcare order will affect people with disabilities

The end of the fiscal year last week finalized the Republican’s failure to repeal and replace the Affordable Care Act and, after a long summer chock full of die-ins and marches protesting the Republicans’ proposed health care policies, the disability rights community more than deserved a breather. But only eight days later, on Oct. 12, Trump signed a health care executive order meant to undermine and dismantle Obamacare. According to CNN, the executive order “would allow consumers to buy short-term policies, which don’t have to comply with Obamacare’s protections for those with pre-existing conditions.” Essentially, with this executive order, many disabled people, and the protections they receive through the ACA, will be seriously impacted.

Trump’s executive order is predicted to be part of a larger plan to gut Obamacare — a plan being called a “synthetic repeal.” The term was coined on Twitter by Andy Slavitt, who served as Acting Administrator for the Centers for Medicare & Medicaid Services during the last two years of Obama’s presidency. Slavitt believes following the Oct. 12 order, the Trump administration will continue to destabilize the health marketplace — without the help of Congress — until the ACA fails. In response to Trump’s executive order and the possible backdoor repeal, Bustle spoke with Stacy Stanford, a disability rights advocate and community organizer who works with Utah Health Policy Project.

Though the executive order and possible “synthetic repeal” will negatively affect many marginalized communities, it poses an especially great risk to people with disabilities. Stanford tells Bustle, “Introducing more options for healthy people to buy less-comprehensive coverage, removed from the protections of the Affordable Care Act, only increases the burden on sick and disabled people.” By effectively giving non-disabled people the choice to buy insurance plans that include less coverage, premiums for disabled people will increase dramatically.

This past summer, experts predicted if repeal and replace was successfully passed, those with pre-existing conditions would face skyrocketing medical expenses — people with kidney cancer could expect a 703 percent surcharge, while those who had a major depressive order would face a 208 percent surcharge. Trump’s health care executive order will create similar circumstances for the disability community. “Disabled folks cannot shop around for cheaper, skimpier insurance options,” says Stanford. “We must buy plans that cover our care needs, or face losing access to treatment because we cannot afford the soaring costs that will come when healthy people flee the market.” If this happens, many disabled people will not be able to afford health insurance plans, and therefore could face dismal, and potentially fatal, consequences.

When one in five Americans experience mental health issues, the executive order’s possible effect on accessible mental health treatment is particularly alarming. Stanford explains to Bustle, “Nobody is immune to mental illness, and folks who sign up for bare-bones insurance while they are healthy may find themselves in the middle of a psychiatric crisis, without coverage for prescription drugs, hospitalization, or mental health treatment.” Stanford also worries this possible lack of coverage could prove to be life-threatening, especially if a mentally ill person becomes suicidal, yet cannot receive inpatient treatment. The organization Mental Health America swiftly released a statement condemning Trump’s executive order, stating that it “falls short” of providing mentally ill people with proper healthcare.

Moreover, Stanford believes the fight for disability rights goes beyond the ACA, and extends to other services that greatly affect the disabled community. “ must also fight to defend Medicaid against any cuts in pending budget proposals and tax plans,” Stanford explains to Bustle, “as well as state-level threats in the form of work requirements, lifetime limits, and other cruel and arbitrary restrictions.” Trump’s proposed budget plan severely slashes Medicaid, a program that not only benefits disabled people, but women and families.

The rest of the “synthetic repeal” is obscured by uncertainty, which makes it difficult for disability advocates to organize actions that subvert or protest the rollback of protections. However, non-disabled people can be allies to the disability community by continuing to educate family and friends on the importance of the ACA. “Non-disabled people need to recognize that health reform designed to be appealing to healthy people could actually be deadly for those of us who are mentally or physically ill,” adds Stanford.

The disability community is quite literally fighting for their lives in our current political climate, so non-disabled people need to step up to the plate, and help disabled advocates fight to keep basic medical protections in place. Disabled people’s access to health care should not be treated as a privilege, but a basic right.

It’s going to take more than the biggest stock slump in world history to convince analysts that PetroChina Co. has finally hit bottom.

Ten years after PetroChina peaked on its first day of trading in Shanghai, the state-owned energy producer has lost about $800 billion of market value -- a sum large enough to buy every listed company in Italy, or circle the Earth 31 times with $100 bills.

In current dollar terms, it’s the world’s biggest-ever wipeout of shareholder wealth. And it may only get worse. If the average analyst estimate compiled by Bloomberg proves right, PetroChina’s Shanghai shares will sink 16 percent to an all-time low in the next 12 months.

The stock has been pummeled by some of China’s biggest economic policy shifts of the past decade, including the government’s move away from a commodity-intensive development model and its attempts to clamp down on speculative manias of the sort that turned PetroChina into the world’s first trillion-dollar company in 2007.

Throw in oil’s 44 percent drop over the last 10 years and Chinese President Xi Jinping’s ambitious plans to promote electric vehicles, and it’s easy to see why analysts are still bearish. It doesn’t help that PetroChina shares trade at 36 times estimated 12-month earnings, a 53 percent premium versus global peers.

“It’s going to be tough times ahead for PetroChina,” said Toshihiko Takamoto, a Singapore-based money manager at Asset Management One, which oversees about $800 million in Asia. “Why would anyone want to buy the stock when it’s trading for more than 30 times earnings?”

Of course, many of the factors behind PetroChina’s slump have been outside the company’s control. When it listed in Shanghai in 2007, bubbles in both oil and the Chinese equity market were primed to burst, while the global financial crisis was just around the corner. Measured against the 73 percent drop in China’s CSI 300 Energy Index over the past decade, PetroChina’s 82 percent retreat doesn’t look quite so bad.

And as Citigroup Inc. analyst Nelson Wang points out, most of PetroChina’s shares are owned by the Chinese government, so the hit to minority investors hasn’t been as big as the loss in total market value might suggest.

On Hong Kong’s exchange, where PetroChina first listed in April 2000, stockholders have enjoyed strong long-term gains. The company’s so-called H shares have returned about 735 percent since their debut, outpacing the city’s benchmark Hang Seng Index by more than 500 percentage points. (Dual listings are common among Chinese companies, which often sell stock to international investors in Hong Kong.)

The H shares, which account for less than 12 percent of PetroChina’s total shares outstanding and trade at a discount to their Shanghai counterparts, may rise 31 percent over the next year, according to the latest price target from Laban Yu, a Hong Kong-based analyst at Jefferies Group LLC. PetroChina could return a “huge” amount of cash to shareholders if it decides to start spinning off pipeline assets, Yu said in an interview last week.

A spokesman for Beijing-based PetroChina declined to comment. The company on Monday reported third-quarter net income of 4.69 billion yuan ($706 million), trailing a JPMorgan Chase & Co. estimate of 7.57 billion yuan.

When it comes to PetroChina’s Shanghai-traded shares, analysts are unusually pessimistic. The energy producer is one of just a handful of large-cap Chinese companies with more sell ratings than buys, and the stock’s projected loss of 16 percent compares with an average estimated gain of about 10 percent for shares in China’s large-cap CSI 300 Index. PetroChina rose 2.1 percent in Shanghai on Monday before it announced quarterly results.

Valuation is one reason for analysts’ bearish outlook. Even after its slump, PetroChina’s forward price-to-earnings ratio in Shanghai is 80 percent higher than its historical average. And while the shares were more richly valued in 2007, it seems improbable that China’s government would allow such heady market conditions to return anytime soon. Authorities have intervened to prevent excessive swings in Chinese stocks over the past year, seeking to avoid a repeat of the boom-bust cycles that whipsawed investors in 2007 and 2015.

Even if the government does loosen its grip, today’s market darlings are more likely to be found in the technology and consumer industries than in “old economy” sectors like oil. President Xi, who cemented his status China’s strongest leader in decades at last week’s Communist Party congress, has emphasized the need for more environmentally-friendly growth. His government is rolling out one of the world’s biggest electric car programs and has pledged to cap China’s carbon emissions by 2030.

For Andrew Clarke, director of trading at Mirabaud Asia Ltd. in Hong Kong, it adds up to an uncertain outlook for China’s national oil champion. Asked whether PetroChina will ever climb back to its 2007 high, Clarke, who is 50, had this to say: “Maybe one day, but it depends how long your time frame is. I’m pretty sure I will be dead before that happens again.”

    A day after Carolina Panthers quarterback Cam Newton, one of the most recognized stars in the NFL, laughed at the question of a reporter because she’s a woman, Newton apologized for his misogynistic chuckling.

    On Wednesday, Charlotte Observer beat reporter Jourdan Rodrigue asked Newton a question about receiver routes, and Newton responded by saying, “It’s funny to hear a female talk about routes… It’s funny.”

    That led to outrage across the NFL media landscape.     On Thursday night, Newton released this video of apology, saying he had learned a valuable lesson and urging his fans to “Don’t be like me. Be better than me.”

    Said Newton:

    “After careful thought, I understand my word choice was extremely degrading and disrespectful to women, and to be honest, that was not my intentions. And if you are a person who took offense to what I said, I sincerely apologize to you. I’m a man who tries to be a positive role model in my community and tries to use my platform to inspire others. I take ownership to everything that comes with that, and what I did was extremely unacceptable. I’m a father to two beautiful daughters, and at their age, I try to instill in them that they can do and be anything that they want to be. The fact that during this whole process, I’ve already lost sponsors and countless fans, I realize that the joke was really on me, and I’ve learned a valuable lesson from this. To the young people who see this, I hope that you learn something from this, as well. Don’t be like me. Be better than me. To the reporters, to the journalists, to the moms, super-moms, to the daughters, the sisters, and the women all around the world, I sincerely apologize and hope that you can find the kindness in your heart to forgive me.     But Rodrigue also found herself apologizing on Thursday after old, racially-tinged tweets resurfaced.

    Rodrigue reportedly posted those tweets when she was still in college. The Observer said in a statement, “We don’t condone the posts or the messages they convey. We believe Jourdan is deeply sincere in her apology and regret about those tweets.”

    Heres how Oregon is spending its $85 million in legal weed money

    Nearly $85 million has been collected in tax revenue from Oregon’s legal marijuana, according to a new report.

    KGW-TV reports that the money collected from legal pot sales since Oregon became the first state to legalize the plant in 2014 will go to various state funds including schools, addiction services, police, and health services.

    The Oregon Liquor Control Commission, which governs legal marijuana, could only distribute funds once it reimbursed $13 million in administrative costs associated with setting up the legal pot program, the television station reports.

    Here’s how the money is being distributed:

    • $34 million to the state school fund
    • $17 million to the mental health, alcoholism and drug services account
    • $17 million to Oregon cities and counties
    • $12 million to Oregon State Police
    • $4 million to Oregon Health Authority

    In the future, the school fund will get 40 percent of the tax revenue, the addiction services will get 20 percent, the state police will get 15 percent, local law enforcement in cities will get 10 percent, county law enforcement will get 10 percent, and the state’s Health Authority will get 5 percent, according to KGW-TV’s report.

    In July, Whitney Economics, a consulting agency, found that the marijuana business in Oregon was booming. The group’s report found that more than 12,500 jobs were created in the legal marijuana sector generating more than $3000 million in annual wages.

    (CNN)South Carolina Republican Sen. Lindsey Graham said Friday that if Republicans don't pass tax reform, then Democrats will take back the House of Representatives and attempt to impeach President Donald Trump.

    "Well, I think all of us realize that if we fail on taxes, that's the end of the Republican Party's governing majority in 2018," Graham said on Fox News Radio's "The Brian Kilmeade Show." "We'll lose the House, probably lose ground in the Senate and President Trump has got a profile different from the party -- there's kinda two or three different Republican Parties now, I guess. But we're all in it together."
    "I can't imagine how he could be successful with Nancy Pelosi running the House," Graham continued. "They'd try to impeach him pretty quick and it would be just one constant investigation after another. So it's important that we pass tax reform in a meaningful way. If we don't, that's probably the end of the Republican Party as we know it."
      On Thursday, the House passed a budget resolution that clears the path for Congress to tackle tax reform legislation. House Republicans are expected to unveil their tax reform legislation on November 1, with plans for the bill to move rapidly through both chambers in the following weeks.

      The World Series is exciting so far with some brilliant and exciting games between the Los Angeles Dodgers and Houston Astros, but what happened last night in Houston is something

      Darvish, who is from Japan, was evidently the target of a motion Gurriel — who is from Cuba — did with his hands towards his eyes, laughing about it afterwards with teammates.

      Here's the video clip of the moment in question (below):

      Ugly, ugly stuff.

      After the game when confronted about it, Gurriel apologized, saying through a translator (below):

      "I didn't mean to offend anybody in Japan. I have a lot of respect. I played in Japan. I was commenting to my [teammates] that I hadn't had any good luck against Japanese pitchers here in the U.S."

      The commissioner of Major League Baseball, Rob Manfred, will reportedly meet with Gurriel today to discuss the incident and possibly hand down a punishment.

      Whatever happens, there needs to be some kind of response from the league.

      Darvish himself responded to the incident late last night, too (below):

      Very, very gracious from Darvish.

      Let's hope Gurriel learns why this type of thing is completely unacceptable — and let's also hope MLB actually does something about this.

      We'll see.

      Birth order is fascinating. It can have an effect on everything from our personality, to our earning power, to how we compete for attention. Generally, people focus more on birth order in terms of its effects on the relationships between siblings, and less on its effect on the relationships between parents and children.

      But with Mother's Day around the corner, we got curious: How does a mother's relationship with her children differ based on birth order?

      We know first borns are take-charge people, with a desire to prove themselves, and last born siblings tend to be more adventurous. But how does this affect their relationship to mom?

      Elite Daily reached out to Jeffrey B. Rubin, PhD., a practicing psychotherapist and teacher of meditation in New York City and Bedford Hills, New York. His latest book,The Art of Flourishing: A Guide to Mindfulness, Self-Care, and Love in a Chaotic World,” is available on Amazon.

      Here's what Dr. Rubin had to say about birth order's effect on maternal relationships:

      First Born

      Before becoming the oldest child in the family, the first born child was an only child. This means that they were given the undivided love and attention of their mothers throughout all the major milestones.

      “Birth is a miraculous process, so there is a special bond between first born and the parent. They may take on the hopes and dreams of the parent, and may feel they have a sort of destiny to fulfill for them,” says Dr. Rubin.

      Having the mother's undivided love and attention gives a first born child a strong sense of confidence, as they internalize their mothers desire to see them succeed.

      They make great leaders, as they are given a chance to take on this role in their developmental years.

      However, first born children may have difficulty letting go of parental expectations well into adulthood, molding and shaping their lives in much the same way as their mother did.


      Middle Children

      According to Dr. Rubin, “Middle children neither have the well-defined role of the oldest or the youngest child, and can get lost in the shuffle a bit. Their relationship to their mother is a little more difficult to define, as each case is different.”

      What we do know about middle children is their lack of a defined role in the family allows more flexibility in their development. They are good negotiators, but may struggle with their sense of identity and belonging.

      The mother can take on a more defined attitude with the other siblings, according to Dr. Rubin. With the oldest, she can take on the perspective of, “I don't have to worry about you,” and with the youngest, a mother tends to carry an attitude of, “you'll always be my baby” well into their adulthood.

      So for the middle child, not being stuck in any defined role by a parent can be a freeing influence in their life. Middle children are more likely to go outside of the family for connections, and are more likely to move away from home in adulthood.

      According to Katrin Schumann, co-author of “The Secret Power of Middle Children,”

      Although middles are neglected, both by parents and researchers, they actually benefit from this in the long run. They become more independent, think outside the box, feel less pressure to conform, and are more empathetic.

      This naturally leads to a more well-adjusted relationship with parents in adulthood, as middle children are less likely to take on and get stuck in one role their entire lives.


      Youngest Children

      From what Dr. Rubin has observed clinically, “The youngest can be viewed as the weakest in the family, and the mother can overcompensate. Mothers can make extra efforts to bolster [their youngest children], to build them up.”

      The result of this, says Rubin, is that “the youngest may always feel like the youngest. They could always feel like the youngest, even when they're 38. You can hear it in the language a mother uses, always referring to the youngest as ‘my baby.'”

      In cases like this, Rubin says, the youngest may grow up to be overly-dedicated to the family, using the act of giving as a pathway to love.

      However, “A mother has to allow her child to raise her as well, to expand her consciousness, to grow with her kid, and this happens sometimes and sometimes doesn't,” according to Dr. Rubin.

      One thing is for sure, their bond with their parents is more likely to stay very parent-child, because the youngest tends to remain feeling like the youngest their whole lives.

      This can develop into an “I'll-show-them” attitude, which is both a weakness and a strength.

      In their desire to stand out, to break free, younger siblings can grow up to be more carefree, easygoing, fun-loving, affectionate, sociable and funny human beings.

      Today is Hillary Clinton‘s 70th birthday, and you would think most people in American society would be content with politely nodding at that fact and moving on with their lives.

      But, boy, oh boy, would you be severely underestimating the amount of hate Hillary Clinton engenders among a good deal of conservatives.

      Because they are using her birthday to drag her through the mud.

      It all stems from a clunkily worded tweet sent a year ago in the run-up to the election.

      It was probably a social media manager, and not Hillary herself, who posted this tweet, but anyway, she certainly thought she was going to win, as did everyone else. Not the worst tweet at the time.

      But now, a year and a stunning election loss later, it’s become a Twitter meme.

      Lots of people went the “lock her up” route because that’s still a thing.

      It's been almost three months since the news that Linkin Park's Chester Bennington died by suicide, and the tributes and comments about the lead singer are still pouring in. 

      Before his death, Bennington, along with two members of the band, filmed an episode of Apple Music's Carpool Karaoke

      That video was finally shared on Thursday with the blessings of Bennington's family and friends, and is 23 minutes of pure joy with comedian Ken Jeong, a big fan of the band. 

      The four men rip through Linkin Park classics, an Outkast song, "screaning" lessons (that's scream singing), a dance break and more. Because this goes beyond the James Corden segments that started the carpool movement, the group goes on a karaoke bus for even more antics.

      Fans of Bennington and the band were thrilled, and emotional, about the new video. 

      "Everyone at home watching should all sing along," Bennington says at the end.

      Virginia dad Andrew Miller’s 4-year-old daughter only had one demand for her Halloween costume this year: She wanted to be “that funny astronaut.”

      The man she was referring to is Leland Melvin, an engineer and now-retired NASA astronaut whose 2009 work portrait went viral for featuring his two happy rescue dogs, Jake and Scout. It is, quite simply, the most relaxed an astronaut has ever looked while wearing a space suit. But according to Melvin, getting the original picture taken was a production—he had to sneak them into the building since pets weren’t allowed on the NASA premises.

      “I had a van and I drove the dogs in,” Melvin told Gizmodo earlier this year. “NASA doesn’t allow dogs to be on-site, so when I showed them my NASA badge, I kept the window up…and I had the stereo blasting because the dogs were barking. So I gunned it and the didn’t chase me or anything.”

      When he got to Studio 8 at the Johnson Space Center, Melvin reportedly took Jake and Scout up the back stairs and into photoshoot area.

      “I had all these dog bones, and they were just sitting there eating the bones, just grubbin’ and happy,” he said. “The dogs just ran over to me. And the guy who took the picture… ‘Dude, start shooting!’” And the rest is history.
      Miller and his daughter set out to re-create the photo shoot on their front stoop this weekend with a little help from their family dog. He tweeted the final results:

      Off the power of its cuteness alone, the photo got some traction on Twitter. It found its way to Melvin’s mentions, and he gave the costume his official seal of approval.

      “This image warms my heart,” Melvin wrote. “So appreciative of you getting the shot I got many years ago.”

      Why: Mr. Meeseeks is an alien species that only exists until they’ve solved your problem. There’s no ambiguity to their existence. They can only disappear when they’ve completed their task—in this case, Beth’s request to be a complete woman. Beth’s discontent is planted during this season 1 conversation, but it takes until the beginning of season 3 to come to a head. In the interim, the seemingly irreparable riff in Beth and Jerry’s marriage becomes a focal point in the series. We would support a relationship talk show hosted by Mr. Meeseeks nonetheless.

      Episode: “Rick Potion #9”

      Why: It’s interesting in retrospect that Rick and Morty has attracted so many nihilistic fans. Rick’s quest to make Morty into the protege he could never create in Beth is a theme throughout the series, but this moment exemplifies the power of the show.
